India OTT Trade News: Zee–JioStar Copyright Battle Escalates, TRAI Weighs Rules for FAST Streaming, and Traditional TV Faces a ₹60,000-Crore Inflection Point

Three developments are defining India’s media-and-streaming business as the industry heads into FICCI FRAMES this week. Zee Entertainment Enterprises has escalated its copyright fight with JioStar; regulators are considering how FAST and app-based linear television should fit into India’s broadcasting framework; and broadcasters are confronting a larger structural reality as viewers continue migrating from conventional pay television toward OTT, connected TV and internet-delivered channels. Reuters Startup Talky

Platforms & Trade Sources Reviewed

Today’s review covered JioStar/JioHotstar, Zee/ZEE5, connected-TV and FAST developments, and current reporting from Reuters, The Economic Times, Financial Express, Exchange4media and current Indian media-industry sources published through September 28. Reuters

Main Trade Highlight 1 — Zee–JioStar Copyright Fight Escalates

What Happened

Zee Entertainment has asked the Delhi High Court to begin contempt proceedings against JioStar, alleging that the Reliance-Disney joint venture continued using Zee-owned music after a May court injunction prohibited it.

According to Reuters, Zee identified six alleged instances between May and July in which its songs or music continued appearing in JioStar programming. JioStar says the instances were inadvertent residual uses and that most Zee content had been removed after the licensing agreements expired.

The underlying dispute began in April, when Zee sought roughly $3 million in damages over around 50 alleged copyright violations. The Delhi High Court has now asked JioStar to respond, with the matter expected to return to court in December.

Interestingly, the conflict runs both ways: JioStar has separately accused Zee of broadcasting films during periods in which JioStar says it held exclusive rights.

Why It Matters

The case demonstrates how valuable—and complicated—content libraries become as India’s media companies consolidate.

Streaming platforms do not merely license complete movies and television series.

Music, clips, archival footage and other intellectual property can flow through reality shows, promotional material, television channels and digital platforms.

When large broadcasters have decades of interconnected licensing relationships, the expiration of one agreement can potentially affect thousands of pieces of programming.

That makes rights management infrastructure increasingly important.

Business/Content Takeaway

For streaming companies, content rights are becoming an operational technology problem as much as a legal one.

The larger a platform becomes, the harder it is to know whether every clip, song or archival element appearing across every show remains properly licensed.

The Zee–JioStar dispute therefore carries a lesson beyond the two companies:

In the next phase of Indian streaming, managing rights may become almost as important as acquiring them.

Main Trade Highlight 2 — TRAI Could Bring FAST and Internet TV Into a New Regulatory Framework

What Happened

India’s streaming-versus-television distinction is becoming increasingly difficult for regulators to maintain.

The Telecom Regulatory Authority of India is expected to recommend a framework covering Free Ad-Supported Streaming Television (FAST) and Application-based Linear Television Distribution, or ALTD, following a request from the Ministry of Information and Broadcasting to examine whether these services should require authorization.

The industry is divided.

Traditional distribution businesses argue that internet-delivered linear channels increasingly resemble television but do not operate under comparable broadcasting obligations.

Some broadcasters, including Zee, have supported greater regulatory parity.

Technology and internet-platform interests, including Jio Platforms, have argued against applying telecom-style licensing structures to application-layer streaming services.

Why It Matters

FAST could become one of India’s most important streaming categories precisely because it feels familiar.

Instead of choosing a movie from a catalogue, viewers open a channel and something is already playing.

The business model is also familiar:

free viewing + advertising.

But technically the channel may arrive through an app rather than cable, satellite or DTH.

That raises a deceptively difficult question:

When television arrives through the internet, is it still television—or is it OTT?

The answer affects licensing, advertising, carriage rules, consumer protection and potentially the economics of launching new streaming channels.

Business/Content Takeaway

Heavy regulation could slow FAST experimentation by increasing compliance costs.

Very light regulation could leave conventional television distributors arguing that they are competing against functionally similar services under completely different rules.

The regulatory decision will therefore influence not only compliance.

It could determine how quickly India develops a large free-streaming television market.

Main Trade Highlight 3 — India’s ₹60,000-Crore TV Industry Is Being Forced to Reconsider What “Television” Means

What Happened

A new Economic Times analysis describes India’s approximately ₹60,000-crore television broadcasting business as facing mounting pressure from declining traditional pay-TV consumption and regulatory constraints. The Economic Times

The underlying audience shift is substantial.

India now has roughly 665 million OTT users, around 173 million active paid subscriptions and approximately 207 million Connected TV viewers, according to 2026 Ormax figures. Passionate In Marketing

At the same time, new businesses are increasingly attempting to combine conventional channels and streaming rather than treating them as separate products.

One current example is Dish TV-backed Vzy, which has launched Linear TV Streaming with more than 200 live channels while separately aggregating content from over 29 OTT platforms.

Its live-TV product is priced at ₹179, while the OTT aggregation offering costs ₹199.

Why It Matters

For years, consumers had separate mental categories:

TV meant channels.
OTT meant Netflix-style on-demand libraries.

That distinction is rapidly disappearing.

A connected television can now offer:

live television, OTT subscriptions, FAST channels, sports streams, YouTube, free ad-supported movies and transactional content—all through the same screen and remote control.

Vzy’s strategy reflects that convergence.

The consumer may ultimately care much less about whether a program technically arrives through satellite, broadband or an OTT app.

The consumer simply wants to know:

Where is the thing I want to watch?

Business/Content Takeaway

That could shift competitive advantage toward aggregation and interface design.

If viewers are juggling six streaming subscriptions, live channels and free services, the company that organizes all of those options effectively can become valuable even if it owns relatively little content itself.

The streaming battle may therefore evolve from:

Who owns the best shows?

to:

Who owns the screen through which viewers find the shows?

One Industry Conversation to Watch This Week — Microdramas Go Mainstream

FICCI FRAMES 2026 begins in Mumbai tomorrow, September 29, and one programming choice deserves particular attention from the streaming industry.

For the first time, the event includes a dedicated session titled “Microdrama, Mega Business: The Next Content Disruption.”

The discussion will examine short serialized fiction, creator-led programming and platform-first originals as emerging commercial formats. Bollywood Hungama

That is significant because microdramas are moving from experimental short-video territory into mainstream media-business conversations.

The same entertainment industry that once organized itself around 150-minute films and 30-minute television episodes is now discussing whether 90-second serialized fiction can become a scalable business.

Short Trend Takeaway

Today’s three main stories are really parts of the same structural change.

Zee versus JioStar asks: Who owns the content?

TRAI’s FAST debate asks: What kind of service is distributing it?

Connected TV and aggregation ask: How will audiences find it?

And microdramas introduce another question:

How long does entertainment even need to be?

The boundaries that once organized India’s media industry are breaking down:

Television vs. streaming.
Linear vs. on-demand.
Paid vs. free.
Broadcaster vs. platform.
Long-form vs. short-form.

India’s entertainment market is no longer simply moving from television to OTT.

It is moving toward a much more complicated ecosystem in which television, streaming, live channels, FAST, creator content and short-form storytelling increasingly coexist on the same screens.

That makes this week’s FICCI FRAMES theme particularly timely:

the next streaming competition may not be about replacing television at all.

It may be about deciding what television becomes.
